Office Solutions : Paper Scoring
It's almost perforation and will do in a pinch, but it's slits instead of dots. Another one to watch, just in case the inspiration to perforate with dots takes them by the nose.

Best Way Imaging
It's all about an art/craft called parchment punching, which I'm not really into as an art form, but there may be an application for artistamp perforation. I keep looking for a rotary cutter, but haven't found a decent one yet. Ah, someday.
